Electronic Device Policy

Dear Lambs Families and Students,

I hope this message finds you well. As we prepare for the implementation of the Charleston County School District’s new policy, Prohibition of Personal Electronic Devices During the School Day” (Policy JICJ), I want to share how this policy will be applied here at [School Name].

Effective January 6, 2025, all students, from kindergarten through 12th grade, must have their personal electronic devices, such as cell phones, smartwatches, earbuds, and similar items, turned off and securely stored during the school day. This policy, mandated by state law, is designed to create a focused and distraction-free learning environment that supports student success.

  1. Device Storage:
    • Devices must be powered off and stored in the student’s backpack. 
    • Students will not have access to their devices during the instructional day unless explicitly authorized by the teacher or administrator. 
  2. Exceptions:
    • Devices may be used when approved for instructional purposes by a teacher or administration.
    • Students with an Individualized Education Program (IEP), medical plan, or Section 504 accommodation that requires device use will be permitted to do so.
    • Emergency situations, as deemed by the administration, may also allow for limited use.
  3. Disciplinary Actions:
    Violations of this policy will follow the CCSD Progressive Discipline Plan, (page 6).

Contacting Students During the Day

If you need to contact your child during school hours, please call 843-767-5900.  Our staff will ensure urgent messages are promptly delivered. For non-urgent matters, we encourage you to communicate with the teacher via Classroom Dojo or email.

This change may take time to adjust to, but it is a critical step in enhancing the educational environment for all students. We appreciate your partnership in supporting this policy and encouraging your child’s focus and engagement in their learning.

CCSD Procedure for Approved Use of Electronic Devices in Classrooms and Activities 

Policy JICJ

In coordination with Policy JICJ, the following procedure should  apply:

The Superintendent hereby designates authority to the building level principal to accept or deny the use of student electronic devices in the classroom or in student school activities pending the following steps:

  1. Teacher completes the school based form (draft) indicating a request for students to use the device.
  2. The use of the device is aligned with state or national content standards.
  3. Classroom learning objectives cannot be reasonably achieved without the use of a device or by using district-owned devices. 
  4. Students will  be provided with clear instructions on the appropriate use of devices and ensure that their use aligns with the approved educational objectives.  
  5. Access to the device for an approved school sponsored trips or activity is aligned with the need for communication beyond the classroom. 
  6. School based principal approves use of device.

FAQ: Policy on Personal Electronic Devices During the School Day

What is the new policy?
The Charleston County School District (CCSD) Board of Trustees has approved in November 2024 Policy JICJ, "Prohibition of Personal Electronic Devices During the School Day."  Beginning January 6, 2025, students from kindergarten through 12th grade must keep personal electronic devices turned off and stored during school hours unless authorized for specific purposes.

Why is this policy being implemented?
This policy is designed to create a device-free environment to reduce distractions, improve focus, and support meaningful engagement in the classroom. It aligns with the General Appropriations Bill, H. 5100 of 2024, Proviso 1.103, and the district’s commitment to fostering academic success and personal development.

Which devices are included?
The policy applies to cell phones, smartwatches, earbuds, tablets, and any other personal electronic devices or accessories used for internet access, communication, or gaming.

What does “school day” mean?
The school day includes the time students are on campus from arrival (e.g., tardy bell) until dismissal, as well as during school-sponsored events like field trips.

How will devices be stored during the school day?
Students must power off their devices and store them as defined by the student’s administration at the school.  

Are there any exceptions?
Yes, exceptions include:

  • Use approved for educational purposes by the teacher and school administration.
  • Students with an Individualized Education Program (IEP), medical plan, or Section 504 plan that explicitly requires device access.
  • Emergency situations or when authorized by school administration.

How will the policy be enforced?
Students who violate the policy will face progressive consequences as outlined in the CCSD Student Code of Conduct (page 6). Enforcement will be consistent across schools to ensure fairness and effectiveness.

How can parents contact their children during the school day?
Parents and guardians may reach their children during the school day for urgent or emergent issues by contacting the school’s front office. Please understand that students will not be pulled from class for general messages, but messages will be delivered promptly. We also suggest using a student's CCSD email as an alternative way to communicate with your child if needed (high school only).
